Human Resources Development Center of
  the General Administration of Sport, China 
 
The Human Resources Development Center of the General Administration of Sport, China (hereinafter referred to as the Center) is the organization directly under the jurisdiction of the latter.  The main tasks of the Center is as follows: to set up the database of the personnel information in the national sport system; to operate the national personnel flowing market within the national sport system; to provide information consultation and services to various sports personnel and employers; to deal with the affairs entrusted by the flowing personnel and enterprises concerning the personnel agency and management of personnel’s files; to conduct the international exchanges and cooperation in the field of human resources development; to undertake the task of recruitment, registration for seeking employment, vocational guidance and labor contracts appraisal for the enterprises and institutions within the sport system; to organize the personnel test and appraisal of their performance.
Meanwhile, the Center also serves as a working body of the Occupational Skill Testing Authority of the General Administration of Sport of China and takes charge of the daily management of the occupational skill appraisal especially for the professional post in the sport sectors.
There are six divisions in the Center including General Office, Personnel Information Division, Personnel Agency, International Exchange Division, Occupational Skill Testing and Management Division, Human Resource Service Division.
 
General Office
The General Office is in charge of the center’s administration, logistic and financial affairs.

Personnel Information Division
The Personnel Information Division is in charge of following task: setting up the database of the personnel information in the national sport community, conducting the personnel statistics for sport organizations under the General Administration of Sport, China, providing consultation and information services, providing assistance to the Western area by offering human resources service.

Personnel Agency Division
The Personnel Agency Division is in charge of human resources affairs entrusted by the organizations within the GASA, management of personnel files, recruitment for the post of the middle-ranking cadres and ordinary employees, annual assessment of employees’ performance, etc.

International Exchange Division
The International Exchange Division is in charge of the affairs including sending the sport technical personnel abroad and conducting human resource management, providing service both for the Chinese personnel sent abroad and foreign experts invited to China.

Occupational Skill Testing and Management Division
The Occupational Skill Testing and Management Division is in charge of following tasks: daily management of the occupational skill appraisal especially for the professional post in the sport sectors; exploration of new profession in sport sector; research on vocational standards, the formulation of the standard for the assessment station, organization of the assessment on the employers’ performance; development, utilization and protection of the intangible assets in the field of occupational skill appraisal especially for the professional post in the sport sectors.

Human Resource Service Division
The Human Resource Service Division is in charge of following tasks: professional counseling during transitional period, skill training, athletes’ access to high education without examination, vocational instruction; award for athletes, technical post assessment and language training for the staff of the General Administration of Sport, China.
